Shopify API Integration for Order Request

I'm seeking a skilled developer to help integrate the Shopify API with our Supplier platform. Our primary goal is to automate order request / fulfillment between these two platforms seamlessly.
I synchronize products from the supplier using syncee. The problem with the data feed manager and external supplier at syncee is that you cannot make an order request to the supplier. Since the data feed contains special purchase prices, manual orders are not an option.
I have attached a flow chart from the supplier on how the order request should be set up. Order request using POST. I assume this should be relatively easy to set up using the shopify api, php script and maybe webhooks.
