Shipping Rate Configuration in Logistics System -- 2

I have a logistics system for national and international shipping, with many regions, countries, and cities already loaded. I need help completing the configuration of the shipping rates.
Requirements:
When adding a new rate, I want to be able to select the country, and the system should automatically display the cities within that country so I can assign a specific rate to them.
The rates should be entered based on:
Country, state, and destination city
Weight range (start and end)
Price for that range
Example: If I add a rate of RD$4850 for Puerto Rico, I want to select Puerto Rico and have the system apply that rate to all its cities, without having to enter them one by one.
