Shift Schedule management

We need to develop a Shift/Schedule creation system with SaaS design. We will be having login, roles, role based page/menu authorization and core functionality UI's. We can develop in .NET MVC Core or PHP and backend as SQL Server or My SQL. Source code has to handed at the end of the project.
