Setup crypto exchange (gemini) api

Hey, i need to setup any of the crypto api platform's to achieve the following function
Transfer a required amount of crypto from a fix wallet to the designated wallet address supplied via API.(if needed can generate a new wallet also). Any of the functional platforms can be used, like / gemini/ ctlx/ buyucoin but finally this should work smoothly.
Anyone would basic knowledge of how crypto transactions function would be preferred..
Prefer an individual freelancer willing to start immediately... Should be a simple job for anyone who has knowledge on the topic... Maybe a couple of hours... all the above mentioned platforms have their api documentation. Am open if anyone has a suggestion of a better platform for this.
