Setting up automatic email notifications for a localhost application. I need a developer who is expert in SOAP API,PHP and JS

I am looking for a developer who is an expert in SOAP API, PHP, and JS to set up automatic email notifications for my localhost application. The preferred method of sending email notifications is through an API. The main triggers for sending these notifications are both user actions and system events. No additional features are required apart from the email notifications.
