Service membership data base

I need a working copy of the site propstream and if it can be made more efficient I'm open to suggestions, I want a database that people can pay for a service. The database is connected to tax liens and preforeclosure and code violations within the counties in the united states, all these records are public records and need a convenient place to access all of them. On top of it id like the website to include a feature to skip trace the properties to find the name and number of the property owner.
