Server Admin for Making Local Server Online for Running PHP based Application From Local Machine - Dont want hosting

I am looking for a skilled developer and server admin to make my local server online so that I can run my PHP-based application from my local machine. I am currently using Windows server 2016 as my operating system and would prefer to use Codigniter as my PHP framework. The ideal candidate extensive knowledge in server administrating i will buy static ip install virtual system on my server and want to run php and mysql from the server and make my site online from local machine
