Self Hosted E-Commerce solution to sell Downloadable Software and Distribute Licenses

We are looking for the developer to build an e-store that sells digitally delivered product/s and distribute the licenses for the purchased software.
1. License and Download Page should always be on the temporary, newly generated page that allows 1 user to login ones, after each use the page should automatically be deleted after each use and generated upon customer's login page each time.
CMS Platforms are acceptable.
Store Must be Secured from A to Z (will be penn tested)
