Seeking WooCommerce Developer for plugin integration of Risk Free Cash on Delivery

I am looking for a WooCommerce developer to integrate the Risk-Free Cash on Delivery plugin on my website. Specifically, I require the following:
My objective is to implement a partial advance payment feature using the Risk Free COD plugin. When a customer selects the Risk Free Cash on Delivery payment method, the plugin should calculate the total billed amount and only ask the customer to pay a specified advance payment, such as 250 rupees, rather than the entire total.
Additionally, I would like to include an additional service charge of 15% of the total billed amount when this Risk Free COD payment method is selected. To achieve this, I have installed the Conditional Extra Fee plugin. However, I noticed that the Risk Free COD plugin includes this additional fee in the subtotal calculation, resulting in customers being asked to pay both the advance payment and the additional fee. This is not the intended behavior.
Here's what I specifically need:
1) The Risk Free COD payment option should only be shown when a particular shipping option is selected during checkout.
2) When the specific shipping option is selected, an additional service charge of 15% of the total billed amount should be added with the title "Service charges." However, this additional fee should not affect the calculation of the Risk Free COD plugin, as I only require the fixed amount of 250 rupees to be paid by the customer.
3) During the checkout process, customers should be able to pay the fixed amount of 250 rupees through their Terawallet account, regardless of the total billed amount. Currently, only the wallet payment option is active.
