Seeking Expert Guidance on Optimizing Website Stack and Architecture

We are looking for an experienced full-stack developer to provide guidance on optimizing our website's infrastructure. Our ideal consultant has expertise across a wide range of technologies, including various headless CMS options, NoSQL and graph databases, search engines, data visualization, and AI implementation.
Current Situation:
Our current stack uses PHP, MySQL, Bootstrap, and a custom Laravel admin dashboard on a legacy codebase that is inefficient to update and scale. We need to overhaul the architecture for better content management, performance, and future growth.
Objectives:
We want to build a flexible system that:
A key objective is enabling content management by users with limited technical expertise. The system should allow non-developers to:
- Add, edit, and manage data and text content sourced from CSV files, API feeds, or other inputs
- Flexibly pull any combination of that content to be displayed on the website, such as:
-- Tabular data rendered in HTML tables
-- Charts, graphs, and other visualizations generated from data
-- Text snippets positioned at desired locations within the HTML code
-- Build pages using reusable page templates and modular components
-- Customize how data is queried and then displayed via parameters or UI controls
Make content changes without needing to edit code or work directly with the database
In addition:
- Decouples content from database for multi-page reuse via identifiers
- Unifies website and app content
- Optimizes speed and scalability to handle high traffic
- Prepares for graph databases, AI, and advanced features
