Script in php or python to Create a Digital ID Card with photo and data from data base

I am looking for a skilled programmer who can create a script in either PHP or Python to generate a digital ID card. The script should be able to retrieve data from a database and include the following information on the ID card:
- Name
- Member Type
- ID Number
- Date of Birth
- Photo
- email
- phone
- QR Code/BAR CODE

Ideal Skills and Experience:
- Strong knowledge of PHP or Python programming language
- Experience working with databases, particularly MySQL or BiQuery
- Ability to retrieve and manipulate data from a database
- Familiarity with image processing and manipulation
- Attention to detail and ability to create visually appealing designs
- Excellent problem-solving skills and ability to troubleshoot any technical issues that may arise.
