Script to Scrape Data From Comments on a Vanilla Forum Thread

Looking for a quick script that can allow us to enter a forum URL (for a Vanilla based forum), as well as the page numbers to look through. The script should then go to every page entered in the page range of the script, and detect comments from users who commented either a: 10 digit number, or a 7 digit number, and spit out a direct URL to the post itself. All other posts that do NOT contain a 10 digit number or a 7 digit number, should NOT be included in the output.
The output should be an Excel format that has two different columns, one column accordingly to show the 10 digit number or 7 digit number, with the second column showing the direct URL to the post itself.
This project should take less than an hour for an experienced developer to make, its a very simple task. I am not particular about the language you choose to use to accomplish this, as long as it gets us the end result.
