Script Development that allows API Hooking

I need a script or Application development that allows API Hooking. Currently, there is an application that I run at times that check for certain background services, and if detected, it attempts to close them out or advises to have them closed to pass the check. I am seeking a script or application that would stop the detection of my running background services.
