Sass Technology Platform Project

Hello, I'm looking for a developer who can help me with my Sass technology platform project. I need someone with experience working with web technologies, including HTTP, REST and JAVA. I am looking to purchase a platform currently that will save design time, its made for accounting and finance tracking, user log-in, have separate sections inside the portal with limited access, even if admin log-in, each section would need to have a password and 2-way verification.
The portal would be used to hold data from API/Salesforce in one section and other sections would have an ability to calculate certain fields some formulas are basic and some formulas are advances but for now I am looking for a portal design and functionality * prefer to purchase something that is already build and if you bid on project > PLEASE PROVIDE SAMPLES OF THE PORTAL DESIGN AND CONFIRM ITS FUNCTIONALITY. I am also looking for consultive services, design ideas and best development practices.
