SaaS Platform Consultant & Setup Specialist

I'm in need of a seasoned expert with extensive knowledge in setting up SaaS platforms to provide advice and initial setup for a multi-tenant environment.
I am looking for advice on the framework, programming language, and hosting. Then I would like someone to set up a basic framework so I can start building pages. The platform will utilize an API to collect and display data from another platform as well as perform updates to the data in the other platform.
The plan will be to eventually offer the platform to multiple users so they can access their data and use the tools provided to run their business.
I am not looking for someone to build out the whole platform, just to provide advice on where to host it, framework, and programming languages to use. Then set it up so I can start building each module.
In your application, please provide detailed project proposals, including your approach, methodologies you intend to use, estimations of time and cost, and how you believe your experience and skill set will contribute positively to this project. Past work samples are also encouraged.
