MS SQL App Conversion to Web based MySQL Laravel

The Primary objective is to replace a currently used application that is installed on windows PC's with a Web based version. Unfortunately I do not have the devexpress source code for the current one, but I do have logins to the app itself. I need a coder /developer preferably in laravel & php to map the software , database tables , fields and relations to one of the current open source scripts that already has all the fields. Its for a school. The App's purpose is to connect franchises to the kids who enroll to the one fitness program
