SOAP Envelope / PHP : Courier label data upload and creation assistance required

I am trying to connect to a courier service via SOAP. It is to create a shipment on the courier web server. I have some code, but there is a problem connecting to the server. I have been provided some code (SOAP envelope) and advised that it needs to connect via XML. I initially need some assistance making the right connection.
