SCADA system in PHP to collect data in MySQL (Data available on RS485)

I am looking for a freelancer to develop a SCADA system in PHP that can collect data from a MySQL database. The data will be available on RS485.

Specific Data Points:
- Temperature
- Pressure
- Humidity
- Current
- Voltage
- And many more (for a solar power plant)

Data Visualization:
- I am open to suggestions for data visualization requirements.

Alerts:
- The system should be able to send alerts based on data thresholds.

Ideal Skills and Experience:
- Proficiency in PHP programming
- Experience with SCADA systems and data collection
- Knowledge of MySQL database management
- Ability to create data visualization tools
- Familiarity with RS485 communication protocol
