Rotation paypal standard account plugin for wordpress woocomerce

I want to write a plugin for my store. Currently, the store is using woocomerce, and I want to write a plugin to change the standard PayPal accounts every time a new order comes in and listen to the transaction status back from PayPal returns.
Details are as follows:
- Import standard PayPal account list (standard is email only, no API)
- every time there is a new order. A Paypal account will be used to receive payments. (the specified account is the account with the lowest number of transactions)
- after successful payment. The account will listen for feedback from PayPal via IPN and update the transaction status for the order.
- account rotation is based on the number of payments received.
- Save the list of paid orders and can export it to excel, CSV,...
