Risk management system

We are looking for qualified professional programmer who possess sufficient experience in compliance risk management applications with banking and financial institutions industry.

We are looking to develop an automated solution to manage regulatory compliance program and related risks rather than the traditional methods that are currently followed ( emails, spreadsheet, … etc.)

The ultimate objectives of the solution are:
- maintain an updated repository for all regulatory requirements
- assign new regulatory requirements for concerned staff
- perform risk assessment
- develop corrective action plan
- develop risk based monitoring program
- manage customers complaints
- manage whistleblowing

I am thinking to develop the system using the fastest and secure PHP Framework Yii/Yii2 with MySQL database, Ajax, JQuery, PHPExcel, Highcharts (https://www.highcharts.com/demo), Charts.js or Google charts, Bootstrap, Datatables,....
