Rewriting a complete PHP website

Rewrite a complete website source code currently running on PHP 5.3 with a mySQL database to latest PHP version (PHP 8)
Every page must display and function without any errors including the admin controls.
All databases required to get the pages displaying must be created.
Certain actions in the background are unknown and untested, all bugs must be fixed to ensure the website has full functionality.
The website source code consists of over 200 PHP scripts.
This will include rewriting the entire website and upgrading the database but not limited to Testing, diagnosing, and rebuilding an entire website.
Security must be very good preventing any malicious attacks
Complete installation guide must be provided including the requirements
Website must be installed on compatible server and on my local host so I have complete access.
Website currently requires to be installed on a x64 Linux nginx server with memcache installed.

PHP 5.3.0 or higher

Supported DB Drivers:

mysqli
