Reviews website with APIs in CodeIgniter

I am looking for a developer on long term basis for many projects.
I am going to initiate one at the moment
1. This is going to be a review based website. and mobile app ( separate project ) you would create and support for APIs development.
This is not any special or new type of work or difficult job. its like a directory based example phone book or listing website of companies and products .
another example like google play market or apple apps or microsoft store where list of apps from users and reviews by people.
2. Admin Panel ( CMS ) plus With complete admin panel where I would also view complete stats for reporting purpose and future planning
3. Ads management as I will be earning only from ads so you need to work around how this is going to be I am open for solution / suggestion.
Note: I myself software engineer but now a days I am not able to develop due to consultancy and marketing and business development work so I need a person or more to make a team for long term projects and products.
