Reverse Image Searcher

I'm looking for a reverse image search tool to help me with locating and tracking images across multiple platforms. I'd like the tool to be compatible with both Google, Bing and Data on my PC, and be able to find similar images to exact matches. Beyond the basic functionalities, I do have certain specific features and functions in mind that I would like the tool to incorporate. I'm hoping to find a Freelancer who has experience with building such reverse image search tools and can help me out with this project.
