Revamp or Redesign Member Directory Platform

Hello,
We are looking EITHER to improve (clean existing code and unnecessary files and update the current design) or redesign a Promotional Member Directory Platform for associations. (Note: existing code and frontend design document are available)
This Member Directory Platform project is a non-profit cloud address directory (like in www.wikipedia.org) where anyone can search/view promotional member people's information without editing.
Each promotional member (i.e. John Wick = https://en.wikipedia.org/wiki/John_Wick) must have a UNIQUE account and can ONLY edit/update ITS information after a Multi-Factor Authentication (MFA) log-in.
The main goal is to have an Online Promotional Directory for Members where users can view information and only edit their information after a successful log-in process.
1. Code and Database Management:
1.1. Connect or disconnect multiple databases if required.
1.2. Full access to code.
1.3. Modify color and frame contents.
1.4. Manage/update the platform.
1.5. Receive and fix bugs as per service requests.
1.6. Well-documented and easy for traceability.
2. ADMIN Accounts & Permissions:
2.1. Access to the directory or view user information.
2.2. Add/Enable/Disable/Delete additional columns and fields in a database.
2.3. Edit frame color and contents.
2.4. Import/Export Data in Excel (CSV and XLS) format.
2.5. Manage user service request tickets and emails.
2.6. Manage/update the platform.
2.7. Monitor performance (user access, viewed information.
2.8. Rename and resize columns and fields.
2.9. Review user credentials.
3. MEMBER Accounts & Permissions:
3.1. Access to the directory or view user information requires no log-in permission.
3.2. Have a unique account to access their editing/updating profile.
3.3. UNABLE to edit their mandatory information [i.e.: Full Name, Member ID, Registered Year, Experience Year, Area of Practice Specialty, Primary (Preferred) Telephone, Main (Preferred), Telephone Type (Mobile, Work Office, Other, etc.), Main (Preferred) Email, Email Type (Direct, Office, Assistant, Other), Affiliation, Status, Region (State Province), Country].
3.4. ENABLE to modify their non-mandatory information [i.e.: Title, Specialty, Additional Telephones, Additional Telephone Type (Mobile, Work Office, Other, etc.), Office Place Names (if multi places), Additional Email, Additional Email Type (Direct, Office, Assistant, Other), Username, Address, City, Website, Latitude, Longitude].
3.5. Receive notifications such as service tickets, system updates, etc.
3.6. Send a service request to the system administrator's email.
3.7. Set its preferences for “Language”, “Country”, and “State/Province”.
3.8. Users (e.g.: John Wick) can log in to their account profile (https://en.wikipedia.org/wiki/John_Wick) with a Multi-Factor Authentication (MFA) and ONLY update (edit/add) their additional personal information such as other telephone or emails, website, address, city, GPS map location, etc.
4. User Information (in DROP MENUS where applicable):
4.1. All countries (CND - Canada by default).
4.2. All search fields with a placeholder (e.g.: names, association, city, state/province, country, member number, etc.)
4.3. Any Multi Language (EN by default) defined by country.
4.4. Each field must show its label name.
4.5. Each Placeholder is used in any editable field. Placeholder should provide a list of information as the member is adding more information.
4.6. Fictional member information must be provided in row 1 as an example.
4.7. Language (EN by default)
4.8. The search page provides Filters and a Table including SUMMARY profile member information [i.e.: Status, Full Name, Association/Affiliation, Registered Year, City, Country].
4.9. Show 10 (ten) Members maximum per page on Search and the total of entries with navigating page symbols [<, 1, 2, 3, 4, >).
4.10. The drop menu must be used as applicable.
4.11. Update ONLY its profile information, after sign-in/log-in, in allowable fields but COULD NOT update locked Fields.
4.12. Update Setting or Preference.
4.13. Use the dop-menu beside fields as required.
4.14. Users should see the detailed and current information for the selected member ( e.g.: John Wick = https://en.wikipedia.org/wiki/John_Wick) at the time.
5. Security:
5.1. Audit trail logs must be securely and safely encrypted protection.
5.2. Information (Page and Data) should NOT BE copied (De-activate right-click functions).
5.3. Sign-in account requests must be handled separately.
5.4. The preferred MFA for user security is SMS verification.
