Retail POS & Camera Sync Program

We are looking for a talented developer to create a web-based program for us. This program will be tasked with the core function of grabbing transaction data from our retail-based Point of Sale (POS) system with relevant camera feeds. The POS is connected to our server with each transaction data stored as XML.
Key features:
- Take XML-based retail transactions from our POS system. The data has item, UPC codes, price, date, time and actions taking by POS register.
- Sync with live camera feed that is network based.
- Generate fraud detection alerts based on these input criteria..
Considering the specific requirements of our project, please make sure you're WELL VERSED in:
-Network settings and accessing POS and Live camera feeds thru network settings.
- Proficiency in web-based programming languages to create a web based front end system that shows transactions, feeds etc.
- Demonstrable experience in handling XML-based transactions
- Proof of ability to sync disparate data feeds
- Understanding of creating alert system based on XML data from POS that will show camera feed files with it.
- Knowledge of retail industry and POS systems could be advantageous
