Restore Joomla Admin Access

My Joomla site at https://toc3.com.au is still online, but I can no longer log in to the administrator area—Joomla simply returns the full front end of the website. The front-end remains functional, so the files and database are intact. I do have full cPanel and phpMyAdmin access on the GoDaddy server and I have already started downloading the 24 GB backup.
What I need first and foremost is to regain administrator access. I’m not certain how to reset the Super User password through phpMyAdmin or via the configuration file, so please handle that step for me or walk me through it live.
Once access is restored, I’d like guidance on the safest workflow for updating several pages—whether that means taking the site offline temporarily or working on a local copy. I’m open to whichever approach you recommend, provided it keeps downtime to a minimum.
