Restfull API and Telegram Bot on ready MySQL Database

Dear software engineers I would like to have Telegram Bot to interact with my database. Tasks consists of 3 stages:

1. API from ready MySQL database. I need RESTFull Api for all CRUD functions (Create, Read, Update, Delete) including listing and view of a separate record. API should include password/token based authentication and ability to retrieve records for authenticated user. Couple of additional functions will be needed based on needs you can see in stage 2.
2. Telegram Bot with functionality to work with entities in database (list by default means that it gives ability to search on every parameter)
1. Spheres (list, add, edit, delete, view)
2. Objectives (list, add, edit, delete, view)
3. Quotes (list, add, edit, delete, view,getRandomQuote, getRandomRecentQuote(daydifference) )
4. dailyGoals (list, add, edit, delete, view)
5. People (list, add, edit, delete, view)
6. Analysis (list, add, edit, delete, view)
7. Values (list, add, edit, delete, view)
3. Technical side
1. Bot will work on cpanel so language is PHP, database is MySQL
2. All codes should be in my github repository
3. automatic deployment to cpanel
4. You can use ready API generators (please agree beforehand)
