Resolve OpenAI Payment Processing -- 2

My OpenAI account will not accept payments for purchasing extra credits. The card details are valid, but every time I submit the charge the transaction fails and the balance stays unchanged. I have already retried with the same credit card and even attempted another card from the same provider, so the problem does not appear to be an isolated bank issue.

I’m looking for someone who understands the nuances of OpenAI’s billing portal, Stripe-based checkouts, and common decline codes. The job is to:
