Replace UI while Keeping the Functionality of existing ERP software

I'm looking for the developer who knows how to work with Codeignitor and Laravel.
Task:
You will be provided Laravel UI. You need to replace current theme with new UI.
You need to keep the functionality. So uploading the theme which I will send you and putting it on your server doesn't mean, you have finished the job.
You also integrate Stripe ACH so user can use connect bank to pay invoices (similar to credit card). Ensure that when invoice is paid it should indicate in the system that it is PAID. Need to connect with recurring invoicing as well.
Codeignitor is other project. Task is:
Change URL of some links.
Integrate STRIPE ACH with existing payment methods.
