Repair + Redesign/Update Islamic Verses and Recitation Website (Needs New Modern Design, Modules, SEO work/content)

Hello everyone,
I have an islamic surahs website which currently has prayer times as well as islamic surahs/chapters with translations and MP3 audio playback.
The site has a brandable and keyword domain name which we would like to maximize on with this project.
The site is built on php and mysql from my understanding.
Currently the site is showing the following error: Undefined index: latitude
I do not wish to reengae the prior developer to fix this at present as the site requires additional work.
1. The above error and all other errors preventing the old site from running need repaired.
2. The prayer times were inaccurate and off. I want them updated, 100% accurate, and future proof so this does not happen again.
3. The design is outdated. I want am modern and simple responsive design thatl oads extremely fast. A logo should be developed using the keyword site name and graphics. If you cannot do this well yourself a graphics desigenr will need to be included in the project as part of your team.
4. Currently the site has lots of content in terms of the surahs as well as their translations in different languages. I want to make sure this is not in image format and is completely indexable in all the sitres pages to improve search engine visibility.
5. I would like additional modules created. These can include dua of the day, a dua page, qibla finder, and any other modules which will improve our sites visibility and brand.
6. There are currently downloadable prayer time tables. I want to make sure all of these are indexable and include keyword content for example: "Download prayer times in " "Find prayer times in
