Redo web site pages and touch up navi bar

I have an old wordpress web site that has a small handful of sub pages that need redone into static html 5 pages. I also have navigation bar that I need some visual touch ups done. And perhaps some sections added to my new web site.
We are non profit, so this budget will be low for this project. We are an organization dedicated to family crisis counseling and humantirrian. You must have html 5, web design, php and full stack development experience.
