Rebuild a core PHP site in Laravel or CodeIgniter or a better PHP Framework

We have a website written in core PHP. The codes are very old and outdated and poorly structured. There are many security vulnerabilities in the site. We are not interesting in updating the site. So we need a PHP developer who can use Laravel or CodeIgniter or a better PHP Framework to rebuild the entire site. The task will involve building support ticket function, enabling newsletters/email marketing, integrating payment gateway, integrating SMS verification API, integrating ID verification API, integrating crypto payment gateway among others.
