Real-Time ASX Scraper, Email Alerts and Web App Builder

I'm looking to create a website where people can upload their preferred stock tickers from the ASX. Then when that company announces news, the web app will automatically summarise that latest announcement and email it to the recipient.
The web app will need to be able to read PDFs or connect to an ASX announcement API (or third party API). It will then need to be able to summarise those announcements and ideally teach itself to get better via feedback from users (e.g. if information is or isn't relevant). It would then automatically email the summarised information.
I don't know any tools that should be used so this is up to you to suggest what sort of tools I need and how best to integrate the web app with a website.
I'm gathering quotes to understand how much a project/business idea like this will cost.
Please reply with more information on which tools you suggest, what their ongoing cost is per annum, what it will cost for you to build and how capable the summariser of announcements (ideally with examples).
