Real Estate Website w/Listing Feed (VOW Data dump - not regular IDX) and Some Other Features - PHASE 1 of a MULTI-PHASE PROJECT -- 2

MUST, MUST, MUST BE FAMILIAR WITH REAL ESTATE WEBSITES AND VOW DATA FEEDS (RAW DATA DUMP FROM OUR MLS) AS WELL AS MULTIPLE LISTING SERVICES (MLS) FOR THIS PROJECT
Due to a problem with the last chosen freelancer who could NOT supply proper design or coding, we were forced to provide a site layout and design for them. Attached is the PSD along with jpg explanations for the layout. The chosen developer should be able to create styling for other site pages as needed based on the design work in the attached. Will provide LARGE PSD FILE to selected freelancer (or it can be downloaded from https://levinteam.com/Layout/LHTsitedesign.zip). WE ARE ALSO OPEN TO SEEING SOME SAMPLES OF SUGGESTED OTHER LAYOUT DESIGN - BUT OUR DESIGN SHOULD SHOW YOU THAT WE WANT TO LOOK DIFFERENT. When being developed, the mobile version should have the SAME pride and care put into the desktop version developed. REMEMBER, THE ATTACHED JPEGS SHOW THE HOME PAGE AS YOU SCROLL DOWN....THEY ARE NOT SEPARATE PAGES OF THE WEBSITE. SUB-PAGES OF THE SITE CAN FOLLOW OVERALL THEME OF DESIGN.

Wordpress may NOT be the best option for this site - too many freelancers try to use predeveloped modules and add-ins and then alter them to make them for a client's project; this is not necessarily the right way of doing things.
Due to the problem with the previous freelancer, we are now in a very frantic time constraint. We MUST MUST MUST have the overall layout of the sites put together and at least the contest area functioning properly as we have marketing set to go out. Ideally, QR funtionality as well.
MUST HAVE ENTIRE PROJECT COMPLETE IN NO MORE THAN 10 DAYS

Looking to have a sleek and MOBILE friendly real estate website put together for myself and my real estate team. This project will have multiple stages, but this post is only for the first stage with VOW DATA FEED Real Estate Listing Search & Results along with various information pages and user contact ability (need a backend). We are however looking for a developer that can not only build the base site, but who has the capabilities to creating scripts for site scraping, combining data, team member and client login areas (NO ECOMMERCE), lead and client management (crm) and handful of other things to be incorporated down the line. AGAIN, you are bidding on only the beginning phase of this project.
As mentioned, we were able to gain access to the raw data feed from our multiple listing. It is called VOW. You will need to be able to develop something that pulls this data into a custom created search (by you) and various management. It should check data at least hourly. Additionally, developer should have knowledge of PYTHON to be able to combine data with scraping technology from other sites (part of phase 2).
Would be open to hourly work for additional phases.
