Read PDF417 barcode and export data to text file

I have a laravel application that we are using and the last portion of this I cannot do. So what I need is the ability to scan a drivers license in the USA (PDF417 format) and convert that to text so we can take the text that's exported and insert it into a mysql database for new customers. I would prefer this to be in PHP, but if it includes javascript then that is fine too. The barcode will be read from a webcam.

Your job will be to just create this script that exports the data, allow me to test before milestone is released. I will take care of the implementation to my webserver and sql etc....I assume this will not take too long.
