Raw PHP to Laravel or ?

Hello: We have 2 portals with same origin (PBX system) for calls and faxes. We want to make UI/UX better by converting raw PHP into Laravel.
You will make new landing pages with modern Dashboard.
You DO NOT need to make any PBX settings or changes.
Our PBX specialist can help explain the UI if needed.
I am sure an ambitious programmer can make it much better in a reasonable budget.
We are open to use a program other than Laravel as long as our raw PHP code will remain the same.
