REPOSTED - New Detailed Website/Portal for a specific industry that includes Project Post/Bidding, Project Management, Company Profiles, Job Search, Recruiting

NOTE: This project is partially complete. We need a vendor to come in, take a look at where we are at and complete the project. Much is done. More needs to be done. We need a vendor to pickup where the other vendor stopped. We will give you a chance to see the current status before submitting a final bid.
WE NEED SOMEONE WHO CAN WORK QUICK!
We will be creating a fully functional marketplace portal for a specific industry. The overall deliverable is a complete unified website/portal that includes: Project Post/Project Bidding, Project Management Area, Available Job Search, Service/Facility/Product Seller Profile Pages, Job Seeker Profile Pages, Recruiter Profile Pages as well as other minor areas detailed in the Project Scope.
While we expect this to be built from scratch, the following scripts should give you a good idea of the functionality and look we are going for.
We are going to combine the features found in multiple scripts: “Freelance Script”, “Job Board Software or Job Portal Script”, “Business Directory System” and “Job Board Software or Job Portal Script” from Logicspice. You can sign up for a demo to see the full functionality of these scripts and the backend capabilities, as well as what is needed to make all functionality live.)
The look and feel we are leaning towards can be found here: https://www.vasterad.com/themes/hireo/index-3.html The winning company is expected to be an active participant in suggesting the best path forward.
NOTE: This project will have a Responsive Web Design. This is defined as: Serves the same HTML code on the same URL regardless of the users’ device (for example, desktop, tablet, mobile, non-visual browser), but can render the display differently based on the screen size. Google recommends Responsive Web Design because it’s the easiest design pattern to implement and maintain.
We will provide general guidelines, branding and color schemes. We will provide content. The successful bidder will provide appropriate royalty-free stock photos for the website where needed.
We have a very specific payment and milestone plan with very little flexibility. Please understand the payment milestones and the payment requirements. We will not deviate from them once the project has started. There will not be an increase in the budget after the project starts. Don’t ask. Before payment is made, site must be uploaded on our server, functional, correct and approved by us.
