Pure PHP developer - immediate hire

I'm looking for a pure core PHP developer who can do PHP with no frameworks. I am wanting to make small tweaks to my website. I am looking for someone who I can hire again when I need any changes to my website. This includes:
* Add category to header
*Add a right scroll bar to each page and each place where you need to scroll up or down
* Edit email notification
* Add category to application form,
* Edit registration form - delete category option.
*Update and edit contact form
* Code so only people who fill out a form will be able to be listed/show in certain sections.
*Add email address to contact form
*Edit sign up form
*Adjust page routes
*Add snapchat and Tick Tok symbol
*Hide visibility of pages
*Record your steps for certain changes requested
I have a budget of $30 to complete this.
