Programming a popup window for newsletter subscription

At our website https://Zealancer.nz we have installed a popup which appears after 40 seconds, asking users to leave their email address to subscribe to our newsletter. This popup from pantherius (https://codecanyon.net/user/pantherius ) is now 5 years old and is unfortunately not fully compatible anymore with all browsers.
We therefore need a new popup to capture new newsletter subscribers. You would deliver a suitable code which will be placed by us within the Joomla template index file, in such a way that the popup will also appear on all possible sub-pages (not just the home page).
Requirements:
• The pop-up window should not be suppressed by the usual and known pop-up blockers.
• It should open once after a preset time (if possible 40 seconds) after the website visit and should display:

• The pop-up window should work on different devices (laptops, smartphones) where it should be positioned vertically and horizontally centered.
• Our code environment is Joomla 4.0.0-alpha7 and PHP 7.3. Javascript might be used.
• After the website visitor has seen the popup once, the popup should not appear anymore to that visitor (eg. by setting a cookie with a duration of at least 365 days).
• When a registration (newsletter subscription) is made, an email is sent to the visitor’s email and to our internal Zealancer.nz email address.

• All e-mails should be sent via SMTP in connection with the PHP class phpmailer and not using the PHP function "mail" or "sendmail". If necessary, we can set up a test email account for you so that you can also check that emails are being sent correctly via SMTP.
• Furthermore, a “Thank you” message should appear within the pop-up window to confirm the registration.
• The pop-up window should also have a possibility to be closed when the user does not want to register (ie. by clicking on a cross at the top right and any click or touch outside the pop-up window).
• We will pilot the popup with our Zealancer.nz website, however after that we want to roll it out to our other marketplaces as well, see https://www.Freelance-Market.com. As these marketplaces also use other languages (English, German, and Czech) it must be possible for us to modify the text of the popup and the generated emails.
