Programmer to build premium rate sms platform

I need a platform built that allows us to send and receive sms messages and mms messages. This will be for a premium rate adult/tarot business using telephone pay plus regulations. It must show previous conversation and have a section where we can write notes about customers. It must also allow us to input customers date of birth and name so we can keep track of customers.
