Professional Telegram Group Bot Development

I'm seeking a developer to create a Telegram bot for my group. The key feature I'm looking for is an automated welcome message for new users, in order to improve the onboarding experience.
Key Requirements: Everthing should be in Hebrew.
- The bot should automaticly send welcome to a new member.
- The bot should not allow posting between 11pm to 7am.
- The bot should delete duplicates images from specific members during the same day (7am to 11pm)
- The bot should avoid members to write bot commands.
- The design should be professional and corporate in line with our group's image.
