Product Quantity Tracking & Permission - Prestashop 1.6

I need an experienced Prestashop Freelancer to help me implement in an existing Prestashop 1.6 eshop a new tab in Backoffice in order to track the product quantity when it is imported or updated and from whom presta user, order, etc. and when (date/time).
To be noted that products are entered either manually or bulk by using an importer module from a csv/xls file.
Also it's important to add only arrows in the quantity field of product details page instead of the existing text field.
Finally, the down arrow should be combined with a permission so that it can be added to specific backoffice users.
