Private Utility for MATCHED BETTING

Sorry if i seems rude but i want to say just.. I Really need that you read it, consider everything and only then, please apply, since i don't want to loose time, already lost with all other freelancers all over the platforms, i want to be sure you guys can handle the job before.
-The scope of the project is to create an online private platform that allow the users to compare these 2 online football sportsbook betting websites there they are:
1. I7BET ( https://www.i7bet.it/main.aspx?page=bet )
2. BETGOLD ( http://www.betgold365.one/Holder.bet?page=default&setdevice=desktop )
With this Exchange football website
3. BETFAIR.COM ( https://www.betfair.com/exchange/plus/ )
Actually, the core of the utility should "Scrape" or get somehow the list of the football games all around the world and compare them to "betfair" quotes, For you understanding, we're taking in account all Squads that are most near to Betfair quotes, (Around 0.10pt or adjustable rate) then highlight them, and simulate a betting with some excel formulas we will share,
Then the project should be:
Creating an user interface and an admin interface,
1. The user interface should include a function to look all football games, that could be filtered across the websites to view (I7BET AND BETGOLD), then as explained, in the background the system should cross them squads and "quotes" to BETFAIR and highlight the ones more nearest to betfair one,
Then, The client will choose which squads to "bet" on, or somehow the system will suggest them for the client, then, he can proceed to the next step that is the "simulate bet function" there, based on some formulas we will share on excel, taking quotas and how much the client will bet, will calculate the turnaround and other informations. After all, the client will "save this simulation" because meanwhile footballs games plays, the client should have the possibility to go and modify the "part of excel formulas" to calculate how much to point on next game or adjust the value of some formulas, but we can see it in action after hired"
After all, the client should have like a section where to see all the previously simulated bets, that he will write down the earning and loses so he will have a statistic or history dashboard to understand,
2. Admin dashboard should let the administrators manage users, Tickets of help that can be created from users, and stats of all simulated bets on the platform.
We've prepared some Graphics to take some "inspiration about gui we would like to have"
But we really need you to take all in your hand and make the best out of our requirements.
We need it somehow really urgently since we're in late delivery with the client, as 3-4 freelancer worked on it then leave because they were full on other projects, so we need someone that manage only this project, from the start, till the end, no matter the price, we need it because we need to make money.
N.B.B: we need to buy the server where to host it, the previously freelancer make us open an AWS account, so please tell us which one to buy also,
