Price-Sensitive Alert Indicator

I'm looking for a developer who can create an indicator that primarily focuses on providing alerts when a price does a specific thing.
The alert system should provide three forms of notifications:
Email Notifications
SMS Notifications
Dashboard Notifications.
This intelligent indicator should be able to detect, track and alert me in real-time when the specific price-related action happens. It should provide alerts promptly to prevent any delays or oversights, and hence, accuracy is of utmost importance.
The ideal freelancer should possess the following skills and experience:
- Profound experience in alert system development
- Strong understanding of price action (preferably in the realm of stock trading, forex trading, or similar)
- Excellent knowledge of notification systems and their implementation
