Prestashop Supplier import with widget -- 2

I need a module for my prestashop site.The store will be a fresh install of Prestashop 1.7.X. The module you are creating must be in a form that it can be installed easily from the modules section without any further file manipulation. So it should be self contained. At the end of the project we own this item and it is not to be used for anyone else.

I can download from my supplier a .CSV file that will populate my products. I need the module to compare that download CSV file to current products and make changes so that website products get updated from the CSV file. There is also a small widget that has to appear on the website if the category for that product is selected. MY budget for this is no more than $500 USD. If you are going to bid higher or ask for more later then please don’t bid.
I have a mov file that will show you what I am after in the back office. The really important part is the calculations and file compare.
