Portal - Job board kind

I am looking for someone who can create a job portal kind of website which has below features.
1) Clients post the job.
2) Clients manage their listing and job applications.
3) Clients can send email/sms to candidates through the portal. I would prefer APIs for the same.
4) Close the job
5) Share the feedback

1) Soucer can submit the candidates. It can be linkedin profile. Autoparsing CV feature so sourcer don't have to manually fill the details.
2) Algo based mechanism to determine if the candidate submitted matches the job profile. Algo will check years of experience, location etc.
