Populate a GOOGLE SPREAD Sheet with data from a Web HTTP based (POST/GET) API

I want to have a Google Spreadsheet populated and updated 5 times a day with data from our Ad Server.
The project is simple:
Create a script (PHP or .NET) that does the following:
- call an API and get a list of all running campaigns (documentation provided)
- update a Google Spreadsheet with the latest information regarding Impressions and Clicks
- if the Campaign is not already in the list, a new line will be added
We will run this script as a CRON JOB or a Task in the Scheduler (if it is windows)
