I'm in need of a developer able to create a database to store police OB reports and design a web-based application for secure report addition and access. The requirements I'll need are as follows:
1. **User Authentication:** The system should enforce stringent security measures to authenticate users, guaranteeing that only approved credentialed users with access level to reports in the database application.
2. **Report Creation/Submission & Access:** The platform should allow users to create and submit reports smoothly. Additionally, a comprehensive report search functionality is crucial for easy access to submitted reports.
