Points-Based E-Commerce Platform Development

I'm looking for a skilled web developer to create a unique e-commerce platform where users can register as either a Shop or a Client. The Shops will issue points to Clients, which can be redeemed within a specific time frame or subject to certain rules if not redeemed.
Key Features:
- User Registration: Both Shops and Clients will have their own unique ID and dashboard, where they can monitor their points status. The dashboard will include features like sorting, filtering, searching, date range selection, and viewing/downloading options.
- Points Management: Each point will have a unique ID and date-stamp. If points are not redeemed within the set time period, 'other rules' will apply (to be discussed).
- Payment Gateway: A secure payment gateway (like PayPal or alternatives) is necessary for Shops to purchase points. Points should be instantly credited to their account upon payment.
- User Authentication: User verification will be done via Email & SMS. Both options should be implemented.
- Security Features: While additional security features for user logins are not specified, the system should be robust and secure.
