Plugin with WooCommerce - Precious Metal

I'm looking for someone who would design a custom plugin for my page.
Overview: I would like like to use financial information on precious metals (gold, silver, platinum, palladium). Product Price in WooCommerce store and cart will change every 30s to reflect Live Spot Price from market a page for charts would display the historical development.
The webpage will be a local small platform for people who would like to sell their metals. A buyer could then see the price per oz (ounce) plus premium (spot plus premium e.g. USD 30 / oz 49.24% above spot).

How it Works – Briefly (open to better ways)
Live Spot price is taken from a financial data page (can you recommend one?)
Calculate from data
1. Display: Product Price = Spot price * product weight (grams / oz) + Premium
2. Display: Spot price + Premium
On the page you can then see offers. Product Price in USD, CHF, EUR and a few other currencies provided
Product Price will update in regular intervals (even if items are in the cart). Users cannot check out after 15 minutes of idle time at check out page
